This is a gum-rubber stick, also sold as a "belt sander cleaner" that one scrubs the grip tape with to clean out grunge and dirt. It works well, but you've got to put some elbow grease into it. Many woodshops sell another version that's got a handle on it--those are easier to use and cost the same as the ones marketed to skaters.

I have never used this brand of griptape cleaner but I have used Grip Gum which is the same I think. It got the dust off my grip but didnt get the dirt out. I don't really see the point unless you ride in really dusty areas a lot and like to have a very clean board.
