You are totally right - but besides those cutouts, that thing looks a lot like a Roe Mermaid...
(which first and foremost, I know, begs the question "why not just buy a Mermaid?")

But I just had a thought - I wonder if you could take a veneer (or possibly a few layers of composite material like Kevlar or Carbon Fiber, or actually non-woven fiberglass chop-mat) and laminate it on top of the board just over the front trucks, creating a platform to span the cutouts, leaving you with huge wheelwells AND somewhere to put your front foot for pumping?
You could even mix up some resin with some shredded fiberglass chop-mat and give a little extra supoprt by filling the wheelwell edges in - making them taper to the veneer/composite like concave dishes, giving the foot area a little more strength as well... ?

Then it would be like a Mermaid WITH wheelwells.
