Testing by it's nature is reactive not proactive. Given enough money you can get drugs that can not be tested because the testing agencies don't know it exists, like THG. Besides there are plenty of drugs that will help you even after you are able to pass a test and masking agents. Recently it seems like most athletes are not caught by testing but because their names appear in the records of PED distributors that get raided.
Also they don't just re-inject the blood, the way it works is that they draw blood, put it in a centrifuge to separate the red blood cells from the plasma and the replace the plasma. The red blood cells that carry oxygen are saved to be reinjected before the race. Testing can find an elevated count of red blood cells but the way to defeat the tests is by quickly injecting more plasma to balance the count once you find out about an upcoming test.
Most of the ways to beat testing are not that difficult, you just need to know how the testing works and have enough money to buy a solution.

They should start organizing TdF in two categories: Stock and Unlimited
I'm serious...
Stock would be for the true, honorable, sportsman. Unlimited would be for the zonked, freak, impotent, guys who have a death wish (all drugs would be free to use).
I'm kind of worried about which oone f the categories would bring more tv audiences, sponsors and spectators...

They all dope in some form or fashion. The start of the 08 TDF all riders were tested,
over half showed traces of banned substances, all just under the limit. Those levels will fluxuate above and below the limit throughout the tour. They need to mandatory test every rider that completes a mountian stage and time trial. Most of the riders doping are just trying to keep their jobs, which does not pay much. It's ubelievable how much pressure these riders are under.
I have cycled and road raced since 1987 (been skating longer), the tour is getting faster and faster every year. No wonder.

Ricco was being hailed as the new Marco Pantani. A young gun who would accomplish great things in the future. At least by the Portuguese TV TdF commentators... Guess not. Ricco already done the Giro this year. Going strong on the Tour too (I wonder why?!.) It's a ####### shame.
