5-7? Spend less, and get a project car and put the car back together so that when you can actually drive, you know how a car works. That will pay off so much when you can do your own repairs.
Unless you have backup funding for repairs, I would shy away from buying a car for street and track use. You will break stuff, period. Tires, brakes, clutch, gearbox, engine, etc. You will have to factor in these things too:
You are in the worst insurance bracket. Young person + moderately sporty car = high insurance
The type of car you're looking for in your price range will likely have lead a rough life
With that said, you could pick up a Fox Mustang for that price range. Fast? Check. RWD? Check. Stick? Check. If you want something more nimble and more efficient, dodge the gay jokes and get a Miata.
To be honest though, the grandpa in me says buy a Civic/Accord/Camry/Sentra/etc and save your money.

Bring some vaseline when you go to insure the STi or the M3. FWIW, my friend was paying at least $2,500 a year on a brand new Impreza 2.5, I don't even want to think about how much an STi would cost

P.S. Gramps , I'm not gonna go racing just want to be able to practice a bit and see if I like it. So a modded Civic would be fine for me if it had RWD/Stick (my main priorities). lol everyone is assuming I am going to go racing now. The answer (sadly) is 'No'. I just want to be able to do it and practice. I am learned enough to know that real racing is not Fast and Furious style but costs a shitload. Thats all and thanks for the help guys.
definately go mustang. the sound of american muslce turns me on man... haha my bad, kind of awkward but its true. i mean, i appreciate the screaming engines and high rpms of imports, they sound sick. but i love the roar of american muscle. that would definately be my vote.

I've got a 99 XJ (or shall I say, Cherokee!?), 4.5", just some 31's but they are pro comp x terrains, and im rigged up with Clayton's long arms and a bunch of lil stuff.

Your talking about 3 totally different cars! It's not even like 90's IROK Camaro or a 1996 Mustang GT.... Two horrible cars, but you get the point... Similar in horribleness.
The ol Fox Body... Well, that's a toughie. You got the time and money to get it looking good? It's hard to find a good one now a days.
99 M3? Good handling, sure.. I dunno, not that huge of a BMW fan to love the 90's body's.

And in my opinion, the 2005 was the best one... The 06 and 07 ones are ok... Too weird looking. And the new ones? They look like Mazda 6 hatchback meets Evo.

Another thing to consider is repair costs. BMWs are very expensive to fix. Parts alone may cost more than paying some one to fix a similar problem on a domestic car. I vote for the Fox. While not naturally a super strong handling car, with some money and a little knowledge, you can get those little cars to hug corners and be all around beast.
and, LOL at the NSX comment. Good freakin luck. with a budget of 5-7K, you'd be lucky to find a chassis, let alone a full car.
But, here are my votes for Exceta:
Early 90s Nissan's. (240sx, 300z, etc)
Fox body 'Stang 5.0 (hardtop, for safety)
Datsun 280z / or Same model Nissan. (a friend of mine had an Inline 6 cylinder, 5 speed. thing would drift and sprint like a bat out of hell)
American Muscle (anything 1965 - 1973)
and, for something a little different, a late 80's, early 90s Chevy S-10 V8 5 speed
