It looks like its going through a min dam type of thing which is making the water do that.

while that one looks like its on a set (meaning its not a real river), i have seen people doing that in real life on a real river. they always have a net to catch the people who fall though.

funfunfun! its like those wavey things at the amusement park that shoot an inch of fast water over the surface and u skim on it... lawlz

the river by near my town has places that you can surf rapids like that. but you can only do it early in summer, unless you feel like sporting a full body wetsuit in the spring or winter. its fun to do on rafts or body boards.

i was actually wondering if people had though of surfing rivers. now i know.
