Isn't that the point of checking to see if it was an organized attempt? Whether they go through with it or not is one thing, but if they seriously plan on murdering an important figure then yeah they need to be ####ing arrested. Why? Because even if they don't succeed, there's very high potential for other people to get hurt or even die. Big difference between a passing thought and organized crime.

Nip it in the bud, stop the morons before anybody gets seriously injured.

This may sound a little racist. I don't mean it that way - but if you think about it: There are a lot of black people in prison. Just imagine the fate of two white boys sent to prison for hating black people. Things will not go well for them. They planned to die in the assasination attempt. They may die anyway; but not in the way they planned.
