no.no.no.no. please buy a glass tank. Plastic is bad in the long term, especially for heat pads, which may heat the plastic to the point of releasing fumes. Milk snakes should always be dry and on a bed of dry mulch thats deep enough to bury in. They are very susceptible to fungal infections if humidity is too high.
Best thing to do is ask your parents to buy a 20-30 gallon tank, and a fair-sized heating pad which covers about 1/4-1/3 of the tanks underside, so it has ample space to heat up in order to aid in digestion. No extreme heating lamp is needed. They thrive well in conditions around 80 during the day, and 70 at night, so all you may need is a simple weak incandescent light as well as a hiding space (hiding rocks are cheap and available at most pet stores)
