Im not from there, I have been there a few times I dunno, I was sure someone can answer better than me, but since no one has.....

I assume you are talking about central London. Its different as you get outside the city center a bit.
London is not flat, but nothing is really steep, I usually stay in Soho and the roads slope mildly from up on Oxford street down toward the river–more so once you get past old Compton street.
But your main problems in London are: the roads are usually not very smooth, some are here and there, but its inconsistant. There are tons of people everywhere. And its dirty. you will have scum all over your wheels after a few feet.

But in the parks are nice, flat, but beautiful and there are nice paths, some are paved but i cant remember how. Pavement varies, its an old city, and I was never there with my board.

Oh yeah, if you do find a good hill you could just skate to the tube, take it back up, there are stations everywhere

Ive never been out to Oxford, I think though its similar topography though, flattish in spots, with some decent sized rolling hills..

It not much info, but I hope it helps

I'm not a Brit either, but I've been to London and Oxford a couple of times. I think Amfab was pretty accurate. I don't remember any decent hills. I wasn't a skater when I was there last so I wasn't really taking much notice of the hills, but I remember it as lots of gentle slopes good for carving/pumping.
