I found a supplier of affordable, steel 0.400's. I've installed thousands of these in lots of different wheels, and they work great.
Really? I've usually found .400 to be too short. Sadly most wheels (Abec included) seem to require at least a .413 in order to be able to adequately add pretension to the axle nut.

I haven't taken a caliper to them, but they've gone into every complete I've built with 0.400" spacing (which is a lot). After installing the bearings, spacers, and snugging down the axle nuts, I then seat the bearings one more time, and things spin ducky.
Returned one of my bass guitar effects pedals, found myself with $300 bucks. After riding some Smokeys around and absolutely loving the responsiveness they gave, I decided it was finally time to cave.
