I know I'm kind of late in this thread, but I thought I might post some of my findings since I live in St. Louis. There are not really any huge hills to skate, but I find Art Hill at the Art Museum pretty fun at night when there are fewer cars. It is also great for sliding since it is pretty steep. The golf course trails right by the Art Museum are awesome since they have extremely steep spots, some of which are nearly unskateable (at least without hurting yourself). The golf course trails also wind around a lot, which makes them even better. If you want to skate them you have to do it early in the morning, at dusk or when it is really cold so the golfers don't kick you off. The wealthier urban areas also have some really smooth streets, parking garages, and a few nice alleys. Just go exploring and you'll probably find something worth skating.
