Default Polycrylic flaking off! What to do?

After my last coat of Polycrylic, I let it dry 24 hours. I wet sanded with 600 and it was ok. When I started wet sanding with a fresh peice of 800 and the paper didn't want to glide along the board, it wanted to grab it, even with a lot of water. And the poly stated flaking off. It looks really bad. I applied some thick poly in the flaky places, but I don't expect it to work. I think I am going to have to strip the whole board down and start over.

What should I be cleaning the board with after wet sanding and before the next coat?

What other advice do you experts have?

Im so disappointed, Iv'e put so much time into this deck and now I am going to have to take a big step backwards.

What is the polycrylic going over? If it's covering something solvent or oil based then you're mixing incompatible substances, especially if you used any kind of oil finish such as tung oil. Sand and start over is your only option.

very thin coats also.. sometimes it doesn't cure well or completely if it's too thick of a single coat.

I think wet sanding after only 24 hours is the reason
    you experiencing this.
I let my decks harden and cure for at least 1 week
after the last coat. before I even think about sanding, buffing & shipping them.
Depending on temp and humidity it can take longer.
Also, wet sanding polycrylic is risky if it isn't 100%
cured, which can take a long time...
Polycrylic can take up to 2 months to completely
    cure and harden.
I apply up to 20+ coats on my decks, letting it dry completely
between each coat is ultra important.. And if you apply
it really thick, wait even longer for things to cure.

I think I have a lot of issues going on. I sanded it with to fine of a grit in the first place. Then I teak oiled it then I put on a few coats of Helmsmen polyurethane then the white stripes then the polycrylic. But the flaking seems to be a very thin coat, I think the last coat. It's to bad, because where it is not flaking, the finish is super smooth, I swear it is smoother then the side window glass of my car.

I decide to swith to the polycrylic because I didn't like the way the varnish yellowed the white stripes on my experimental piece. So I guess now I am stuck with using some kind oil based coat. Is there anything that will not yellow?

Polyacrylic on top of polyurethane doesn't sound like it's work... right? Water-based on top of oil-based? Maybe after the polyurethane is completely cured (a couple weeks?)...
