Wet glue in my TAP bag.
I have had a build in my TAP bag for around 40 hours now so the glue should be all set.
However, there are pockets of glue on the sides of the board (touching where the plies meet) that are clearly masses of wet glue with nothing to stick to.
Would it be safe to take the blank out and just wipe this glue off or has my board not fully set up yet?
I don't want to rush this build and mess something up.

What kind of glue? What temperature? Chances are you can just take it out, let it sit for 24hours and it'll be good to go.

Titebond 3. It's been pretty chilly around here, but I had it in the house so it probably averaged 60 degrees F.

60 in your house? Damn you eskimo. It looks like to me you just have WAY WAY to much glue in there. It would take 3 weeks for all that to dry in the vacuum. More than likely its dry between the veneer but not in those build up area's. Just take it out, wipe the excess off, and let it sit for 24. It should be good after that. Dont use so much glue next time. You should just have a little excess squeeze out.
EDIT: also where is your breather net? You should use that, its key!

BTW, that white cloth is his breather, same stuff I use and it's super cheap.
+1 on the felt breather, though I'd suggest using a peel ply (also pretty cheap) to make it easier to separate the felt from the deck in the case that the glue soaks into it. In my experience felt stuck to wood is quite a hassle to clean up, though an excellent reminder to use less glue.
The felt honestly comes into its own when adding a fiberglass layer as it absorbs the excess resin through the peel ply but it (IMO) serves just fine as a basic breather as well.
