Stupid color
i was drunk last night, and decided to paint a blank "40 with rasta colors, and got the green and yellow backwards, will i sand it off, damaging that layer of ply, or remove the ply, an may risk damaging the whole board, i do not have some epox antidot.

just put the words "reverse rasta" in the yellow
and dont drink when painting

Rough the painted surface up a little by sanding, the paint it again, but nicely this time.
Whatever you do, don't remove a ply, THAT will probably mess the board up. And even if you get your hands on some magic liquid to remove the paint, i'd suggest against using it since it will probably only smear the paint and make the board look even worse. Or perhaps even start to dissovle the lamination...

will i use a plainer or just a sander?

Good grief! Just sand it partly off, then paint over the mess with a layer of white, then re-do the colors in the order you want. Then, blade-cut "Karma Kameleon" into the griptape over the paintwork.

turned to be an eye catcher haha, color is crazy monkey/yellow/green/marloboro red/crazy monkey.
