    1) it might be hard for you to make, look into purchasing it
    2) use expoy, put enough epoxy so that the fiberglass turns clear, then let it cure
    3) yes

I'm thinking if you look around a bit you'll fint a few threads on fiberglassing how to and whatnot on here already but since you've got fairly basic questions I'll fill in the blanks.

You get the fiberglass in either mat (random fibers all over, pain to use) or cloth (fibers are woven and bi-directional, best bet). You will also need fiberglass resin and liquid hardener. once you cut your fiberglass to approximate shape, mix the liquid hardener with the resin in a SEPARATE CONTAINER. Not the resin container. A pop bottle with the top cut off works just fine. put down a thin layer of the mixed resin across the whole board (where you want the 'glass) then lay your logo. Go over the logo with another thin layer of resin (haven't really worked with rice paper so do this gingerly) then lay your fiberglass mat on top. Pour more mixed resin on top of the fiberglass mat and squeegee out any air bubbles and excess resin. Depending on the resin you get you should be able to see the graphic just fine. I have had blue / green / clear resin before so you might wanna find out what color it is before you buy it.

That should get you where you are going so good luck and remember to be patient. Also, use the proper ammount of liquid hardener in the resin; too little and it will never set, too much and it has combustion potential.

i was stumbling over the same problem of wether or not my graphics would show through this board an the people at the boat store said no an said to layer the sheets of fiberglass in thinstrips but i figured that fiberglassing a boat an fiberglassing a deck would be different so i jus put down one layer of fiberglass an yes i could see my graphic perfectly fine.

Username has it down but I would roll out the bubbles instead of squeeging it out. It works a lot better to get all the air bubbles out. Also prep your board to make sure the fiberglass gets a good bit on your board. Any scratchs will show through the glass so I would sand those down unless you don't care.
