So I've got a Dervish deck and some Randal R2's, but I've got some questions about them.
1) How am I supposed to get the truck to go through the board, so the plate is on top? All of the other trucks I have experience with are mounted on the bottom of the board.

Oh, so I'm supposed to take the truck apart then re-assemble it around the board?
exactly.
Hanger off, baseplate on top, bolt it together, hanger back on - wheels and off you go.

you don't want countersunk hardware, and your weight is now hitting the board with the nuts instead of the baseplate. So the more surface are you can give the nuts the better.

So I should put a washer between the bolt and the deck?
Also, hardware seems to come in packages of 8, but there are 12 places where I could bolt down the truck. I should fill all of them, right?
On your truck, you will have 4 holes that are close to each other on one end. The outermost holes are what is referred to as Old School mounting holes. The inner holes are the New School mounting pattern.
Another thing you may want to do to extend the life of your dervish is put some sort of dampening device between the baseplate and the top of the board.
I got some 1/4 nylon washers from Home Depot and threw those on there.
