Spacers go in between the bearings and keep the bearings from being pinched, letting you tighten down the axle nut as much as you want (within reason). This lets you get a smoother slide, and increases the lifetime of your bearings. Speed rings are necessary for bearing spacers to work correctly and should be on all setups, they go between the hanger and the bearing and between the axle nut and the bearing.
KS boards come with spacers and speed rings, but the spacers are completely useless and just end up giving you a really noisy ride. Grab some stainless steel ones of mile high skates.
