your going to need a very good metal lathe and experience.... also urethane is super toxic and you can only do it if you have proper facilities and tools. even then you would have a strenuous process of trial and error for the urethane formula. Wheels are NOT pure urethane so unless you can get a sample scanned at a very well equiped lab you will be on your own trying new things.

i've always wanted to pour my own bushings. i could make some cheap zinc mold but idk about the thane

The people who say it's impossible because of toxicity of the urethane, the need for a molding machine and a curing oven, etc, are are either bullshitting you or don't know this... There are definitely urethanes out there in the 75-85A duro range, that are mixable and castable at home, and harden at room temperature.
The real question is whether these thane formulas will work for this application.
Just because the conventional method of 'making' wheels involves farming out the work to 'experts' who have the right 'equipment' DOESN'T mean you can't take a crack at it yourself. Only way to know is to do it, so if you're ready to actually try it, I give you props.
It reminds me of the 'Don't try this at home' safety craze with science experiment shows geared toward kids. I think this is sending the wrong message. Nothing new will ever get done with a defeatist attitude like that. Yes, there may be danger involved, and yes, you will have to take precautions. That doesn't mean it's impossible.

also, if you were to make your own wheels. would you first cast your own core out of 99-100a 'thane then pour your wheel around it? wheel cores are pretty important...

Machining the cores out of nylon or plastic seems like it'd be a better way to go. That way you only have to machine one mold which holds the cores in its center. $0.02....

You might want to look at the adhesion behavior between your core and your tyre material.
any friction between these two is a seriously bad thing, they cook...
(I'm actually not certain about nylon vs 'thane)
Cores are hands down the hardest bit of a wheel to get right - And they control many things about how a wheel behaves
this is why most people buy them off the shelf, even if they're getting a new tyre mold cut.
