Hell no! But then I'm a leadfoot. Constant Velocity Transmissions are designed to do this, and you don't always want your cars engine to be operating at its most efficient RPM. You want your car to be most efficient at the RPM levels that do the most work. I'd like my car to be efficient under acceleration and at high speed cruise. Going down hill and getting 80 miles to the gallon instead of 60 is not as important as getting 45 mpg instead of 35 when cruisng on the freeway.

There are many geologically stable places where we can dig holes in the ground to bury it. We've got Yucca Mountain here. I personally favor putting it in a geologically un-stable location. Dump it in a underwater subduction zone such as the Marianas Trench and re-cycle it back into the earth.
