being on the road itself was probably not illegal, i would have to look that up as you say to confirm that.

creating a hazardous condition on that particular roadway would probably be considered illegal, and skating down the middle of a busy street is reckless. so for that particular circumstance, i do believe they should have been ticketed.

i more than anyone enjoy stirring up some crap, and looking at the unpopular side of issues, but please do not fabricate crap to have your fun with me.

If you are on the road, you have to follow the rules of the road. That includes maintaining a safe stopping distance. My guess is, the cops would be less than sympathetic:

In a car, you are tailgating if you are following so closely that if the vehicle in front of you slammed on the brakes, you wouldn't be able to stop in time before hitting them.
On a skateboard... hmm. Would they ticket you for having no brakes? Or would they ticket you for tailgating? Or would they ticket YOU for being a hazard to you and the car?
I dont' think I'd risk it...

The asshole tried to maim/kill 3 teenagers, I think I'd at least make sure he loses his license. Find out your local laws and which ones you were breaking but this guy should be off the roads. In this case, the driver of the Jeep was just trying to avoid hitting some debris in his lane.
I know that sounds harsh. But look at it this way; If you are driving down the road, and a crying sue happy baby is playing with his toys in the middle of your lane, you would go around him too.
