"n00b" to Longboarding...
I really do not have any knowledge of Longboarding
I would like a setup that is easy to control and good for just cruising I guess.
And under $200, any help would be awesome.

Re: "n00b" to Longboarding...
Where are you located?
Dont worry about brands just yet, focus on deck shapes/styles. The sponsors here on the fish are a great resource.
What is your weight?

Sorry for my newbness.
Those are called dropped decks.
Some dropped decks to look at (would probably be a little out of your price range, though, at ~$230) would be the Landyachtz Switch and Rayne Nemesis.
Drop-through decks are also lower to the ground. Drop through decks are actually mounted under the baseplate of the truck, instead of on top. (Google is your friend) Some popular ones are the BC Eel, and Kracked Skulls M1/Scimitar.
For topmounts, the Apex 37 from Original is very low (lower than many drop-throughs), and the Earthwing Superglider is quite low as well.

Do these decks also provide mire stability?

and at that price, i don't think you could buy just the components.
alligator wheels-45
bennett trucks- 55
bearings- 10
risers- 5
thats 110 right there in just components.
i recommend getting two of these.
Sk8kings: KHIRO ANGLED WEDGE SHOCK PAD (one pad)
makes for a smoother, and better turning ride in my opinion.

also, Dropped decks are more stable, but i'll tell you right now stability is in the rider. there isnt some magic thing that make you safer on a dropped deck. dropped decks are lower, so they are easier to push & footbrake. also because of their placement with the axles, they are easier to slide. you dont really need one yet. i would go with a simple rideing around town have fun deck, then see where that takes you. see where you want to push your boundaries, and then go for it from there.
