Those are called dropped decks.
Some dropped decks to look at (would probably be a little out of your price range, though, at ~$230) would be the Landyachtz Switch and Rayne Nemesis.
Drop-through decks are also lower to the ground. Drop through decks are actually mounted under the baseplate of the truck, instead of on top. (Google is your friend) Some popular ones are the BC Eel, and Kracked Skulls M1/Scimitar.
For topmounts, the Apex 37 from Original is very low (lower than many drop-throughs), and the Earthwing Superglider is quite low as well.

also, Dropped decks are more stable, but i'll tell you right now stability is in the rider. there isnt some magic thing that make you safer on a dropped deck. dropped decks are lower, so they are easier to push & footbrake. also because of their placement with the axles, they are easier to slide. you dont really need one yet. i would go with a simple rideing around town have fun deck, then see where that takes you. see where you want to push your boundaries, and then go for it from there.
