When I go to "My Controls" what does it mean where it says "latest reputation recieved"?

Was the last time someone effected your reputation negative or positive.

Did that last person add to it, or take away from it.

If you click the little scale underneath someones name/avatar, you can give them rep for good posts or take away rep for bad ones

Click on the scale at the bottom left of any post to add to that user's rep.

The blue/purple/gray squares are rep from people who don't have rep abilities.

I believe if a user has less than a certain amount of posts, they can't effect your rep.

I think how much rep someone has affects how much rep they can give you as well. Someone with really bad rep gave me bad rep for a post and I lost three points, but someone who a ton of rep boosted it like 10.
