it is an insane hill, we got stories from across the lake that 2 girls at uni got drunk and tried to wheelie bin race down it....apparently one cant walk and the other was pretty damn hurt...could be an urban legend though...
a few hills here in SD and i know there's a grip in SF that are too steep for asphalt so they're paved with concrete.
but, i'd be willing to put alot of money on the steepest street being in TJ(tijuana, mehico). rode some that were concrete with 1" ridges in it so cars could actually grip it. scary to slide down, even more scary to drive down......

A few miles from my house, in L.A. is Fargo Street, which is a 33% grade. Every year the LA Wheelmen put on an event there, the Fargo Street Hillclimb:.
Looks to be just about as steep as Baldwin St.
Fargo St also has the ridges for traction. I've heard stories that the USPS vehicles can't make it up the street...
