its a toe stop, it is literally used to stop your toe when you are pumping through the cones that one looks like its made from an old bennett bushing and a washer with probably a 3" screw

For some reason I'm thinking of Lita Ford all of a sudden...oh well..

KissmeDeadly is correct; that is a toe stop. Toe stops lock the foreward foot into a fixed position during pumping (keeps the foot from moving around, assisting the rider keep a focused point of leverage during turns). Toe stops come in a variety of styles; from shaped pieces of wood curved to the shape of the foot, fancy variable adjustment metal jobs and the quick and dirty spare bushing model (the one in the pic).

One of the advantages of concave is it increase the amount of turning leverage a rider can pump into the board.

One of the disadvantages is unless the arch of your foot is bowed the other way, it's difficult to get a full contact patch between the shoe sole and the grip tape. This coupled with the driving force of moving FORWARD leads to the front foot wanting to SLIDE FORWARD with the toes going over the edge.

A toe stop is used as a brace so the rider can confidently PUSH as hard as possible and never lose the optimum foot placement on the deck. The toe stop also helps maximize the amount of torque generated by the rider's strength being transmitted to the board for greater acceleration.

Toe stops also help you place your front foot in the desired position when you push Mongo without looking down to see where your foot is.
