Get Lott's Streetluge Survival Guide, it's a must have! My advice is (as I reluctantly took from others when I started) is to start off with a buttboard, like the one from http://www.skateluge.com/bbluge.htm , or just get you a big-ass longboard like the Eastbilt Longboard 11.5" x 49" and slap some good trucks, wheels, grip tape and some decent bearings on it, this forum will help you find the right ones. That will calm your streetluge jones, and give you some experience while you read Lott's survival guide and design your next luge. A real luge takes so long to setup, and involves so much frustration that without the buttboard it'll be all summer before your get to actually enjoy some luge.
