IGSA requires a minimum ride height. That is the bottom of the board has to be so far off the ground. The rule is meant to ban dropped boards, without actually banning them.
The dropped board goes against the spirit of the sport. I don't know what rules DrNo is planning on running for MCGF but they will probably be similar. Darren Lott has the "Ground Clearance" rule on buttboarding.com. The bottom of the board has to be at least 80mm off the ground.
I'm not sure what your question is. Are asking if a flush cut board is a dropped board?
In buttboard the thing that is important is the lowest part of the part that isn't the truck. This can't be closer than 80mm to the ground. Doesn't matter if the board is dropped or not.

Is it some unfair advantage and even if it is, shouldnt the opponent be able to use it too?

The theory is a dropped board provides an advantage. It is why street luges are considred to be faster than buttboards.
Since you can't use it, then why should your opponent?
As far as the spirit of the sport, the idea was you would take a normal skateboard, and use it as a buttboard. A dropped board is not a normal skateboard (but for that matter, neither is a buttboard)
But the rule is the bottom of your board has to be at least 80mm off the ground. Everyone has the same oppurtunity to make thier board 80mm off the ground, so there is no unfair advantage.
For like the 3rd time, the IGSA rule is "The bottom of the board must be at least 80mm from the ground." The IGSA rule doesn't say the board can not be a drop through or a flush mount. Only the bottom of the board has to be at least 80mm off the ground. This is difficult to do if you are using 70mm wheels on a dropthrough. But it is possible.
