On a luge you can use nearly the same stuff, you use for downhill skateboarding.
The only difference is the longer wheelbase and therefore you need steeper baseplate-angles.

I recommend you 50° to 60° trucks, cheap bearings and ~75mm wheels.
The r2 are fine and also the bones reds.
Flywheels bigger then 83mm are too big and offer no advantage towards smaller wheels.
Good wheels to begin with are Gumballs, Orangatang, BigZigs... also nearly every wheel, you would choose for downhill skating.

If the randal r2 turn too less, wedge the front truck.
If they turn too much, flip the hangers. If they still turn too much, de-wedge the rear truck.

    Words of wisdom right there.

Big wheels on a luge sound like a good idea, then you realize that you have to push with your hands. So the smaller the wheel, the quicker you can accelerate. If you will be riding with stand-up guys they will kick way faster off the line, but a luge will catch them in the next few seconds. Then the luge will have to brake constantly to stay slow enough to be in the pack. Unless the road is technical, then it's all about even.

    Slow... Fast... Big.. Small...

If you are riding recreationally (or shoot even racing) the number 1 reason to go with something like a gumball:

    4 76mm Gumballs from abec11.com $47.99
    4 83mm Flywheels $64.99
    4 90mm Flywheels $80.99

Sure you can get flashbacks for $35, but gumballs will last longer.
