Vintage board?

I picked up a used surf one, pretty beat up, bearings and wheels have been replaced, what can you tell me about it?

Looks like the basis for a nice ride.

You can use a hair dryer/heat gun to remove the grip tape, and refinishing a deck is not really hard.

Swap out the flat risers for angled in a wedged/dewedged configuration for a bit more stability and wheel clearance without sacrificing ride height much and enjoy.

I would suggest buttonhead/trusshead hardware in the appropriate length.

that's why the question mark. I don't know how old it is, but it's NOT new.

Those are nice cruiser boards, I bought 2 of them for friends a few years ago, and they are good stuff. I set them up with Randals and Abec 11 Flashbacks .. rode them several times at the beach...
